INFRASTRUCTURE CLIENT GROUP (PUBLIC SECTOR MEMBERS)

The ICG brings together Canada’s government and public sector infrastructure clients for the key purpose of leading the acceleration of sustainable investments in Canadian infrastructure benefitting the economy, society and the environment. The ICG contributes to achieving an agenda that exceeds net zero by taking a people-focused, system-based view of infrastructure.  CASIS will facilitate the ICG to benchmark, and share best practice in the development and delivery of infrastructure programmes and projects. 

The ICG is only open to government and public sector infrastructure clients to provide a safe and secure space for the sharing of their projects.

Meet the Board

The leaders of CASIS are passionately committed to driving change, accelerating progress, developing sustainable investment solutions, and targeting a “beyond net zero outcome”.

Comprising visionary leaders, innovators, and experts that represent the largest net zero investors, contractors and suppliers, our board is united by a common goal: developing sustainable infrastructure investments that extend beyond net zero and spark economic renewal, skills and labour generation and building of the new generation of leaders across Canada.

Jackie Duarte

CEO & Board Member

Jackie Duarte is an experienced advisor, strategist, and leader with over 25 years of experience in infrastructure developments, complex transition projects, significant negotiations experience across multiple global jurisdictions, performance contracting, partnering arrangements, procurement design and delivery, the restructuring of distressed operational projects and policy development. She has advised public and private clients in Canada, Europe, UK, South Africa and the Middle East.

Jackie’s deep understanding of complex transactional issues give her a breadth and depth of experience in designing innovative business strategies for complex and high-risk matters with significant commercial and business impact. Her previous roles include Partner at a Big 4 Accounting Firm and founder and CEO of UK infrastructure advisory firm. One of the highlights of her career was spearheading the development of the UK’s housing prestigious PPP program, the development of sector-specific guidance, varied delivery models and financing structures, which together formed the foundation of sustainable community solutions. Her most recent work in the Middle East catalysed the client into an immediate reformation into a high-performance enterprise and her global network enable her to leverage current learnings and provide a meaningful voice to leading conversations.

Hassaan Khan

P.Eng., MBA, Board Chair

Hassaan Khan is the Area General Manager for the Sustainable Infrastructure business for Johnson Controls in Canada which is primarily responsible for decarbonization and energy performance contracting endeavours.  Over the course of his 24-year career spanning from business development through to General Management, Hassaan’s focus has been on advocacy, promotion and delivery of financial infrastructure solutions for achieving energy efficiency and carbon reduction in an economically sustainable manner.

Hassaan holds a Masters in Business Administration (MBA) in Finance from the Schulich School of Business, York University and a Bachelors of Applied Science (BASc) in Civil (Environmental) Engineering from the University of Toronto.

Luis Rodrigues

CET, Treasurer

An industry veteran recognized and respected nationwide for his unwavering commitment, Luis Rodrigues brings a wealth of insight and experience across industry sectors. Harvard-certified in advanced leadership practices, he is personally committed to the success of every energy project and building partnerships that deliver value over the long term. Luis deeply understands clients, their challenges and the viable solutions to address them. He yields executive oversight, continuous support and sponsorship on each initiative.

Among his signature accomplishments are Chairman’s Award from Honeywell for stellar commitment to clients as well as prestigious Lund Award for leadership excellence.

Colin Rabnett

B. Arch., OAA, Secretary

Colin Rabnett is a founding member of MCW Custom Energy Solutions (MCW CES) and supports each MCW project partnership from the initial project development stage through to the project’s completion. Colin’s primary project development focus since 1992 has emphasized getting the project off on the right foot from a legal, contractual and financial perspective – all with the client’s best interests in mind.

During the formative years of the ESCo industry, he gained in-depth experience in managing, delivering and financing Energy Service Agreements for clients in the Institutional, Commercial and Residential sectors.

Colin’s architectural training continues to provide an important building block and broadening of perspective to the outcome guaranteed decarbonization programs central to Canada’s Climate Change policies.

Colin is a graduate of the University of Toronto’s School of Architecture, and a Member of the Ontario Association of Architects.

Natalia Malafeeva

Board Member

As the current Head of Sustainability at Siemens Canada, Natalia is a dedicated leader committed to driving decarbonization of the company’s operations and supporting its customers on their sustainability journey.

Since starting her professional career in Canada in 2008, Natalia held a number of roles in energy management field. Joining Siemens in 2012 as an Energy Engineer, she quickly excelled and spent the last 6 years as an Energy Services Operations Manager. In this role, she led a national team of Energy Engineers, overseeing the development and execution of energy efficiency projects.

Natalia holds post-graduate degree in Mechanical Engineering from National Research University “Moscow Power Engineering Institute” in Moscow, Russia. She is also the proud holder of several industry certifications and is currently pursuing her Professional Engineering License designation.

Outside of her professional endeavors, Natalia resides in Toronto with her loving husband, two rambunctious kids, and their beloved dog Luna.
